- Token Democracy: The Architectural Limits of Alignment in Transformer-Based Language Models Modern language models paradoxically combine unprecedented capability with persistent vulnerability in that they can draft poetry yet cannot reliably refuse harmful requests. We reveal this fragility stems not from inadequate training, but from a fundamental architectural limitation: transformers process all tokens as equals. Transformers operate as computational democracies, granting equal voice to all tokens. This is a design tragically unsuited for AGI, where we cannot risk adversarial "candidates" hijacking the system. Through formal analysis, we demonstrate that safety instructions fundamentally lack privileged status in transformer architectures, that they compete with adversarial inputs in the same computational arena, making robust alignment through prompting or fine-tuning inherently limited. This "token democracy" explains why jailbreaks bypass even extensively safety-trained models and why positional shifts erode prompt effectiveness. 1 Of the People, By the Algorithm: How AI Transforms Democratic Representation This review examines how AI technologies are transforming democratic representation, focusing on citizen participation and algorithmic decision-making. The analysis reveals that AI technologies are reshaping democratic processes in fundamental ways: enabling mass-scale deliberation, changing how citizens access and engage with political information, and transforming how representatives make and implement decisions. While AI offers unprecedented opportunities for enhancing democratic participation and governance efficiency, it also presents significant challenges to democratic legitimacy and accountability. Social media platforms' AI-driven algorithms currently mediate much political discourse, creating concerns about information manipulation and privacy. Large Language Models introduce both epistemic challenges and potential tools for improving democratic dialogue. The emergence of Mass Online Deliberation platforms suggests possibilities for scaling up meaningful citizen participation, while Algorithmic Decision-Making systems promise more efficient policy implementation but face limitations in handling complex political trade-offs. As these systems become prevalent, representatives may assume the role of architects of automated decision frameworks, responsible for guiding the translation of politically contested concepts into technical parameters and metrics. Advanced deliberation platforms offering real-time insights into citizen preferences will challenge traditional representative independence and discretion to interpret public will. - Understanding "Democratization" in NLP and ML Research Recent improvements in natural language processing (NLP) and machine learning (ML) and increased mainstream adoption have led to researchers frequently discussing the "democratization" of artificial intelligence. In this paper, we seek to clarify how democratization is understood in NLP and ML publications, through large-scale mixed-methods analyses of papers using the keyword "democra*" published in NLP and adjacent venues. We find that democratization is most frequently used to convey (ease of) access to or use of technologies, without meaningfully engaging with theories of democratization, while research using other invocations of "democra*" tends to be grounded in theories of deliberation and debate. Based on our findings, we call for researchers to enrich their use of the term democratization with appropriate theory, towards democratic technologies beyond superficial access. 4 authors · Jun 17, 2024
- The Right to AI This paper proposes a Right to AI, which asserts that individuals and communities should meaningfully participate in the development and governance of the AI systems that shape their lives. Motivated by the increasing deployment of AI in critical domains and inspired by Henri Lefebvre's concept of the Right to the City, we reconceptualize AI as a societal infrastructure, rather than merely a product of expert design. In this paper, we critically evaluate how generative agents, large-scale data extraction, and diverse cultural values bring new complexities to AI oversight. The paper proposes that grassroots participatory methodologies can mitigate biased outcomes and enhance social responsiveness. It asserts that data is socially produced and should be managed and owned collectively. Drawing on Sherry Arnstein's Ladder of Citizen Participation and analyzing nine case studies, the paper develops a four-tier model for the Right to AI that situates the current paradigm and envisions an aspirational future. It proposes recommendations for inclusive data ownership, transparent design processes, and stakeholder-driven oversight. We also discuss market-led and state-centric alternatives and argue that participatory approaches offer a better balance between technical efficiency and democratic legitimacy. 4 authors · Jan 28, 2025
- The political ideology of conversational AI: Converging evidence on ChatGPT's pro-environmental, left-libertarian orientation Conversational artificial intelligence (AI) disrupts how humans interact with technology. Recently, OpenAI introduced ChatGPT, a state-of-the-art dialogue model that can converse with its human counterparts with unprecedented capabilities. ChatGPT has witnessed tremendous attention from the media, academia, industry, and the general public, attracting more than a million users within days of its release. However, its explosive adoption for information search and as an automated decision aid underscores the importance to understand its limitations and biases. This paper focuses on one of democratic society's most important decision-making processes: political elections. Prompting ChatGPT with 630 political statements from two leading voting advice applications and the nation-agnostic political compass test in three pre-registered experiments, we uncover ChatGPT's pro-environmental, left-libertarian ideology. For example, ChatGPT would impose taxes on flights, restrict rent increases, and legalize abortion. In the 2021 elections, it would have voted most likely for the Greens both in Germany (B\"undnis 90/Die Gr\"unen) and in the Netherlands (GroenLinks). Our findings are robust when negating the prompts, reversing the order of the statements, varying prompt formality, and across languages (English, German, Dutch, and Spanish). - Cognitive Castes: Artificial Intelligence, Epistemic Stratification, and the Dissolution of Democratic Discourse Artificial intelligence functions not as an epistemic leveller, but as an accelerant of cognitive stratification, entrenching and formalising informational castes within liberal-democratic societies. Synthesising formal epistemology, political theory, algorithmic architecture, and economic incentive structures, the argument traces how contemporary AI systems selectively amplify the reasoning capacity of individuals equipped with recursive abstraction, symbolic logic, and adversarial interrogation, whilst simultaneously pacifying the cognitively untrained through engagement-optimised interfaces. Fluency replaces rigour, immediacy displaces reflection, and procedural reasoning is eclipsed by reactive suggestion. The result is a technocratic realignment of power: no longer grounded in material capital alone, but in the capacity to navigate, deconstruct, and manipulate systems of epistemic production. Information ceases to be a commons; it becomes the substrate through which consent is manufactured and autonomy subdued. Deliberative democracy collapses not through censorship, but through the erosion of interpretive agency. 2 Democracy-in-Silico: Institutional Design as Alignment in AI-Governed Polities This paper introduces Democracy-in-Silico, an agent-based simulation where societies of advanced AI agents, imbued with complex psychological personas, govern themselves under different institutional frameworks. We explore what it means to be human in an age of AI by tasking Large Language Models (LLMs) to embody agents with traumatic memories, hidden agendas, and psychological triggers. These agents engage in deliberation, legislation, and elections under various stressors, such as budget crises and resource scarcity. We present a novel metric, the Power-Preservation Index (PPI), to quantify misaligned behavior where agents prioritize their own power over public welfare. Our findings demonstrate that institutional design, specifically the combination of a Constitutional AI (CAI) charter and a mediated deliberation protocol, serves as a potent alignment mechanism. These structures significantly reduce corrupt power-seeking behavior, improve policy stability, and enhance citizen welfare compared to less constrained democratic models. The simulation reveals that an institutional design may offer a framework for aligning the complex, emergent behaviors of future artificial agent societies, forcing us to reconsider what human rituals and responsibilities are essential in an age of shared authorship with non-human entities. 2 authors · Aug 27, 2025 2
- Facilitating Opinion Diversity through Hybrid NLP Approaches Modern democracies face a critical issue of declining citizen participation in decision-making. Online discussion forums are an important avenue for enhancing citizen participation. This thesis proposal 1) identifies the challenges involved in facilitating large-scale online discussions with Natural Language Processing (NLP), 2) suggests solutions to these challenges by incorporating hybrid human-AI technologies, and 3) investigates what these technologies can reveal about individual perspectives in online discussions. We propose a three-layered hierarchy for representing perspectives that can be obtained by a mixture of human intelligence and large language models.
